80 hours of OPR-approved education

Vermont applicants must be at least 18 with a high school diploma or equivalent. Complete at least 80 hours of OPR-approved education covering heating systems, cooling systems, plumbing, electrical, structural components, foundations, roofing, exterior and interior components, and site aspects affecting the building.

Licensing Exam Pass an OPR-approved nationally-recognized proctored exam

Vermont applicants must pass an independent, nationally-recognized proctored examination identified by the OPR Director. The National Home Inspector Examination (NHIE), administered by PSI, satisfies this requirement.

Liability & E&O Insurance

Required per OPR rules

Carry both liability insurance and errors and omissions (E&O) insurance in the form and minimum amount set by the OPR's rules. Submit proof of coverage with the license application. Coverage must remain active continuously for the life of the license.

Application, Renewal & Continuing Education

Biennial renewal with mandatory Vermont Energy Goals module

Submit your initial license application through the Vermont Secretary of State's Office of Professional Regulation. Licenses renew every two years per the schedule set by the OPR Director. Each renewal requires completion of the Vermont Energy Goals education module (effective for renewal cycles ending 6/30/2025 and beyond).
